Personal Communication Device Policy
Beginning with the 2025-26 school year, the new Texas law (House Bill 1481) requires schools to prohibit student use of devices (personal or school-issued) for the purpose of personal communication during the instructional day. This law was passed in an effort to reduce distractions, combat screen addiction, and improve academic focus and mental health.
As we prepare to implement the new state law, Sheldon ISD is committed to working in partnership with families and staff to ensure a smooth transition. We realize that for some families, cell phones are a part of everyday life, and we know your child’s safety is your number one concern. It is ours as well. That’s why this new state law is designed not to punish phone use, but to protect instruction time and keep students focused and present. In emergencies, students are never without access to help.
We appreciate your understanding and support as we navigate these changes together. Additional details will be shared before the first day of school, in the student handbook and code of conduct and on all back-to-school related materials.

**This is not a new policy for Sheldon ISD Pre-K through 5th graders. The new state law now includes all grade levels Pre-K through 12th.


When does the new law begin?
This change goes into effect beginning Tuesday, August 12, 2025 (on the first day of school)

What is considered the instructional day?
The instructional day is defined as the time from the first bell to the last bell, and includes all scheduled class periods, including lunch. During the school day, students must:
- Power off their device
- Store in a backpack
- Students may not use their devices during lunch, passing periods, class or while in the restroom.
